Study in Romania vs UK: Which Is Cheaper for Pakistani Students?

study in Romania
Romania vs UK

Two offer letters, one decision, and one question your whole family will ask before anything else: which one can we actually afford? One offer is from a UK university, the other from a public university in Romania. Both promise a genuine European-standard degree. Then you open the fee pages, and the room goes quiet.

One lists tuition from about £11,750 a year. The other lists €3,500. That gap is exactly why thousands of students now ask one question online: is Romania cheaper than the UK?

The honest answer needs more than a headline price. Visa charges, health surcharges, living funds and course length all change the final bill. This guide compares every cost using official pages and published 2026/27 fees, checked on 12 October 2026, so you can judge for yourself.

If you are already exploring how to study in Romania, you are in the right place.

THE SHORT ANSWERYes, in the examples we compared. Romania’s tuition, visa fee and typical monthly budget are lower than the UK’s, with figures checked on 12 October 2026. Course choice, language and career goals still matter, and we cover them below.

Fees for 2027 entry may be higher, so confirm them on each university’s page before you apply. Romania has lower fees still: West University of Timișoara starts at €1,980 and Gheorghe Asachi Technical University in Iasi at €2,430 (see the next table). Romania’s visa fee is the D-type fee in force since 27 April 2026. *UK visa funds requirement outside London (£10,539 over 9 months). Romania’s living cost is a typical student estimate.

Tuition Fees: Cheapest Universities Compared

UK universities set their own international fees with no cap, so they vary widely from one university and course to another. Romanian public universities publish fixed euro fees for non-EU students. These are low-fee examples of published undergraduate fees we found in each country.

The UVT figure is for European and International Law (bachelor’s, bilingual) and for its Global Entrepreneurship, Economics and Management master’s, while its Computer Science bachelor’s is €2,430. The Iasi figure is for Industrial Design; other programmes cost €3,000 to €3,500. Romanian technical courses may run four years, so check your course length. Iasi also charges an €80 admission fee. BUES also charges a €350 registration fee. The Birmingham figure is for its Band 1 courses; other bands cost more.

Programmes, entry requirements and the full admission process.

Tuition is only the first line on the bill. Your exact fee can change with the programme and the intake year, which is why comparing two or three universities in each country gives a far more reliable picture than any single headline number.

PRO TIP 1Convert both fees into rupees on the day you decide, and keep a small safety buffer. Exchange rates move, and a bigger bill can arrive between your offer and your payment.

Visa and Health Costs: The Charges Behind the Headline Fee

The UK charges the Immigration Health Surcharge for every year of your visa, upfront, on top of the visa fee. Romania charges one flat visa fee, but you must buy medical insurance.

Cost ItemUKRomania
Student visa fee£558$350
Health cover£776 a yearmin. €30,000 cover
Visa plus health, 3 yearsabout £3,274*$350 + insurance

*UK: £558 visa fee plus an estimated £2,716 health surcharge, assuming a visa of three years and four months (£776 a year, half rate for a part-year of six months or less). The surcharge depends on your actual visa length, so confirm on GOV.UK. Romania: long-stay (D-type) visa fee of $350 for applications submitted from 27 April 2026 (€120 before that date). Insurance prices depend on the provider. Figures as of 12 October 2026.

Living Costs: What a Student Month Really Costs

The UK asks you to show nine months of living funds, held for 28 days. The amount depends on the city and rises for applications made from 30 November 2026.

Where You Study9 Months, NowFrom 30 Nov 2026
London£13,761£14,130
Outside London£10,539£10,827
Romania, typical budgetabout €400 to €700 a month

UK figures are the Student visa maintenance requirement for up to nine months: outside London £1,171 a month now and £1,203 from 30 November 2026, and in London £1,529 a month now and £1,570 from that date (Home Office Statement of Changes HC 584). They are visa funds, not what every student spends. Romania’s range is a typical estimate and varies by city.

In Romania, university dormitory prices vary widely by university and city, and private rooms and flats vary even more, so ask your university for current rates.

The full UK cost breakdown, for a fair side-by-side comparison.

The Three-Year Cost Snapshot

Adding tuition, registration, visa and health charges for a three-year course, with annual fees unchanged, gives a clearer picture. Living costs come on top in both countries.

THREE-YEAR COST COMPARISON
UK£38,524
Romania€11,200

UK: £35,250 tuition plus £558 visa plus an estimated £2,716 health surcharge. Romania: €10,500 tuition plus €350 registration plus $350 visa, before insurance and residence-permit fees. Illustrative only: bars use face values and the currencies are not converted. Figures as of 12 October 2026.

In these examples, the UK figure is substantially higher at face value, though the totals are in different currencies and exclude living costs. For a family planning savings or a loan, that difference shapes the whole decision.

PRO TIP 2Before you pay anything, ask every university for a written fee schedule listing tuition, registration, deposits and repeat-year charges. Surprises usually hide in the extras.

If you are weighing up medicine rather than a business or technology degree, the numbers change again, because medical degrees follow their own fee scale and usually run for longer.

Study in Romania from Pakistan: The Route Compared

Entry, Work Rules and Recognition: Quick Facts

  • Language: At BUES, English-taught bachelor’s applicants need a minimum baccalaureate average equal to 6. BUES also lists the language certificates it accepts, so check its admission page for the one that applies to you.
  • Part-time work: In the UK, work limits depend on your course level and visa conditions, so check your visa letter and GOV.UK. In Romania, students with a study residence permit can work part-time for up to 6 hours a day without a separate work permit, according to the official Study in Romania portal (the limit was raised from 4 to 6 hours by Law 28/2024), though some university pages still quote 4 hours, so confirm with your university.
  • Recognition: Romanian public universities are accredited by the national quality agency, but that does not guarantee professional recognition everywhere. Verify your university, programme and any regulated-profession rules before you pay.
  • Scholarships: Scholarships exist in both countries, but eligibility and amounts vary by university and year, so ask for any scholarship in writing before you rely on it.

Medicine: A Separate Fee Scale

Medicine is priced differently from other degrees. Târgu Mureș publishes €10,000 a year for English-taught medicine for 2026/27. Cluj-Napoca lists €10,000 a year for the first two years, falling in later years, and Timișoara is quoted at about €9,000 a year on most listings, so check its official 2026/27 fee file. Fees can change between intakes, so confirm the fee and dates for your own intake. UK medicine fees for international students vary widely by university, so compare the official page before you decide.

Two Strong Destinations, Two Different Fits

Both countries offer a genuine route to an international degree, and neither is the right answer for every student. The UK is known for its wide range of courses and specialisations, English-language teaching throughout and globally recognised university names. Post-study work rules change often, so check GOV.UK before you commit.

Romania offers lower tuition, an EU location and a more modest monthly budget, with English-taught programmes in a number of fields. The better fit depends on your course, your career goals, your budget and what your family can comfortably plan for. Comparing both options side by side is the surest way to choose with confidence.
