2027/28 engineering guide

Three campuses, three cities, one decision that shapes your next four years: which Romanian university is actually worth it for a Pakistani engineering student?

Your FSc Pre-Engineering results are in, and the family group chat suddenly has opinions. One cousin swears by Bucharest, a friend says Cluj is where students really enjoy themselves, and a social media post calls all three “the best in Romania”. Everyone sounds certain, and nobody backs it up with numbers.

The appeal of Romania is real and simple: English-taught engineering bachelor programmes at roughly €2,430 to €2,700 a year, inside the EU. But a four-year decision deserves facts, not confidence.

This guide compares POLITEHNICA Bucharest, the Technical University of Cluj-Napoca and Politehnica Timișoara using the 2026/27 fees, QS 2027 rankings and each university’s admission rules. If you plan to study in Romania as an engineer, you will see exactly where the three differ and which differences should decide your application. All fees below are 2026/27 figures.

3technical universities compared

Short answer: POLITEHNICA Bucharest has the strongest ranking position of the three, Politehnica Timișoara has the lowest tuition and adds a clear visa-refusal refund, and the Technical University of Cluj-Napoca costs the most per year, at €2,700. No Romanian technical university is a global top-ranked engineering school, so decide by programme, marks, fees and PEC accreditation.

How We Compared Three Technical Universities in Romania

We chose technical universities with English-taught bachelor options for non-EU students, fixed tuition fees and a dedicated international admissions process. Rankings come with a catch: different ranking systems use different methods, so their numbers are not interchangeable. Here is where each university stands.

POLITEHNICA Bucharest (UPB)QS World 2027: 1201–1400, the same band as in 2026 and the same band as Alexandru Ioan Cuza University of Iași and West University of Timișoara.
Technical University of Cluj-Napoca (UTCN)QS World 2027: 1401+, down from 1201–1400 in 2026.
Politehnica University of Timișoara (UPT)QS World 2027: not listed. THE World 2027: 1801–2000. Do not confuse it with West University of Timișoara, a different institution that does appear in QS.

Be realistic: Romania’s universities sit well down the global tables. What they offer is a low-fee route to an EU engineering degree, which makes your programme, marks and PEC check matter more than any rank number.

Ranking guideStudy in Romania: Top-Ranked Universities

See how Romania’s leading universities compare across subjects.

1. POLITEHNICA Bucharest: The Capital’s Best-Known Technical University

Mention engineering in Romania and this is usually the first name you hear. POLITEHNICA Bucharest (UPB) traces its roots to 1818 and is the largest technical university in the capital. Non-EU applicants apply through its online platform, apply.upb.ro, with registration running from February to July.

Yearly tuition€2,600
Minimum FSc marks80%
Application feeNone

Why students pick it. The capital-city setting, a well-known name and the strongest QS ranking position of the three. UPB recognises the Pakistani FSc (Intermediate) certificate, and no application fee applies. The only first-year charge beyond tuition is a €100 enrolment fee.

Read this twice. For 2026, UPB asks Pakistani applicants for at least 80% in FSc, and 90% for Computer Science and Information Technology, Systems Engineering, Electronic Engineering and Telecommunications. You also need at least two relevant subjects such as mathematics, physics or chemistry, and your certificate must be authenticated by the Pakistani authorities. For English, UPB asks for a recognised certificate (TOEFL, IELTS or Cambridge, at least B1). Once the Ministry of Education issues your letter of acceptance, you have 20 days to confirm your place by paying a year’s tuition.

2. Technical University of Cluj-Napoca: Engineering in a Student City

Cluj-Napoca is widely regarded as a student city, and UTCN has taught technical subjects there since 1920. Its fee for non-EU applicants is a simple flat yearly amount, and its engineering programmes run in both Cluj-Napoca and Baia Mare. Check the English-taught list for your exact field, because not every programme is offered in English.

Yearly tuition€2,700
Application fee€100
Tuition dueEvery year, up front

Why students pick it. A fee structure you can understand in one minute. UTCN charges €2,700 a year for technical bachelor programmes and a non-refundable €100 application fee. One wording trap: the tuition covers the study programme including practice, but it is an annual fee paid at the start of each academic year, not a single payment for four years.

Read this twice. It has the highest yearly fee of the three, which adds roughly €1,000 to your four-year total compared with Timișoara. UTCN asks for an English certificate at B2 level (Cambridge, IELTS or TOEFL), and the faculty evaluates your file mainly on your FSc marks, so stronger marks improve your chances. Check that your exact programme is taught in English.

3. Politehnica University of Timișoara: The Budget-Smart Pick

If your family is counting every euro, start here. Politehnica University of Timișoara (UPT) charges €2,430 a year for bachelor’s and master’s studies in engineering and information technology, with applications submitted online through apply.upt.ro.

Yearly tuition€2,430
Application fee€100
If visa refused€2,308 back

Why students pick it. The lowest tuition of the three, plus the clearest refund rule. If a visa is refused, UPT returns the tuition minus the 5% that the Ministry of Education charges, so €2,308 of a €2,430 payment comes back. UPT also exempts you from its English test if your school documents show English was the medium of instruction for at least two years, and engineering bachelor’s applicants are ranked on their school marks with no interview step. After your acceptance letter you have 30 days to pay first-year tuition and 60 days to apply for the visa. The €100 application fee is non-refundable.

Read this twice. UPT allocates places by country quota, and Pakistan’s quota for 2026/27 was reached on 11 June 2026, so apply as early as the portal opens. Programmes also close when full: Automation and Computers closed on 11 June 2026 and Mechanical Engineering on 31 July 2026, and some programmes set a minimum mathematics grade. The 31 January 2027 enrolment date belongs to the 2026/27 cycle, not the 2027/28 intake. Not every programme is taught in English, so check yours.

Four Years of Tuition, Side by Side

Here is what tuition adds up to over a four-year bachelor’s. All three assume the yearly fee stays flat. Living costs and visa fees are extra.

Admission Process for Pakistani Students

Planning to study in Romania after FSc Pre-Engineering? Your realistic target is the 2027/28 intake, which gives you the whole winter to prepare. The route is similar at all three universities, and you can follow the visa side in our Romania study visa guide for Pakistani students.

Think of the process as a relay race with five handovers, and the baton is your file. It starts at home: your Board verifies your FSc documents, IBCC attests them and, if your university or embassy asks, MOFA adds an apostille. Confirm that chain before you pay anything, because a wrong order costs weeks. Next you apply online (UPT uses apply.upt.ro and UPB uses apply.upb.ro), uploading your documents and English proof and paying the application fee where one applies. The university reviews your file and sends either a pre-enrolment consent or a rejection. If it is a yes, Romania’s Ministry of Education issues the official letter of acceptance, and that letter unlocks the final stretch: pay tuition, apply for your study visa, and bring your original documents when you enrol.

Deadlines: Your Countdown Starts Before the Portals Open

The 2027/28 calendars have not been announced yet, so none of the dates below is a confirmed 2027/28 deadline. Treat earlier cycles as a pattern, and watch each admissions page.

The smartest applicants do not wait for the portal to open. Past cycles show applications opening between February and March, so the winter is your preparation window. Here is a working timeline to plan backwards from.

1Now to December: start the attestation chainBoard verification, then IBCC, then any MOFA step your university asks for.
2January to February: build your fileGather your English proof, medical certificate and a passport valid for at least six months from the programme start. Shortlist two universities.
3February to March: portals have opened in earlier cyclesIn the 2026/27 cycle UPB registration started in February, UPT opened on 1 March and UTCN on 23 March. Apply early, not on the last day.
428 July to 31 August: the closing line in earlier cyclesUPB registration ends in July, UTCN’s closed on 28 July and UPT’s on 31 August. These are cut-offs, not targets, and UPT closes programmes and countries early once places are full.
5After acceptance: the clock startsUPB asks you to confirm your place within 20 days by paying tuition. UPT gives you 30 days to pay first-year tuition and 60 days to apply for the visa.
UPB non-EU registrationFeb – Jul
UTCN non-EU applications, 2026/2723 Mar – 28 Jul
UPT non-EU applications, 2026/271 Mar – 31 Aug 2026
UPT physical enrolment, 2026/2728 Sep 2026 – 31 Jan 2027

Your passport must be valid for at least six months from the start of the programme, so renew it now if it is close to expiry.

TIP02
Do the attestation chain in order

Board verification first, then IBCC, then any MOFA step. Doing the last stamp first only wastes time and money.

Cost of Studying Engineering in Romania

Think of your budget as three buckets: what you pay the university, what you show the embassy and what you spend living there.

Yearly tuition€2,430–€2,700
Study visa fee$350
Living (planning figure)~€600 / month

First-year estimate: tuition + 12 × €600 living + $350 visa (about €300) comes to roughly €9,900 to €10,200, before insurance and flights. A planning range, not a quote.

Budget $350 for the visa, and confirm the current amount with the embassy when you book. If you do not have accommodation arranged, add $250 to your visa budget. You will also need travel medical insurance with €30,000 cover, tuition paid for at least one year and proof of means.

The upside: study permit holders may work part-time up to six hours a day, and after graduation your stay can be extended by nine months to look for work.

Degree Recognition in Pakistan: PEC and HEC Checks

This is the check many families skip. The Pakistan Engineering Council (PEC) registers only graduates of PEC-accredited programmes, and it publishes a list of accredited foreign engineering programmes. Graduates of non-accredited programmes may face difficulty registering and finding engineering jobs in Pakistan.

Two processes are easy to confuse. HEC degree equivalence recognises your degree academically, while PEC registration is the professional licence to work as an engineer. They are separate, so plan for both.

TIP03
Check the exact programme, not just the university

A university name alone is not enough. Look for your exact degree programme in PEC’s list of accredited foreign programmes, or ask PEC directly, before you pay.

Mistakes That Cost Applicants Time and Money

Most costly mistakes happen before a single euro reaches Romania. The classic one is paying first and checking later, so confirm PEC status for your exact programme before any tuition payment. The second is trusting old information: many dates you see online still belong to 2026/27, and the visa fee is $350. The third is pinning every hope on one university, when marks rules and seats differ. A second application costs one extra application fee, while a missed seat can cost you a whole intake.

Frequently Asked Questions

1Which engineering university in Romania is best for Pakistani students?

There is no single winner. UPB has the strongest ranking position of the three, UPT has the lowest tuition at €2,430 and adds a clear refund rule, and UTCN offers a student-city setting at the highest yearly fee. Choose by programme, marks, fees and PEC accreditation.

2Can I study engineering in English in Romania?

Yes. All three universities offer English-taught engineering options; UPT, for example, lists English-taught bachelors in Automation and Computers, Mechanical Engineering and Telecommunications Technologies and Systems. The exact list changes each year, so check your programme before you apply.

3What marks do I need for engineering in Romania?

For 2026, UPB asks Pakistani applicants for at least 80% in FSc, and 90% for Computer Science and IT, Systems Engineering, Electronic Engineering and Telecommunications. UTCN and UPT evaluate applicants on their school marks and do not set a fixed Pakistan percentage, so higher marks mean better chances. Confirm your faculty’s requirement in writing before you pay.

4How much does engineering cost per year in Romania?

English-taught technical bachelor fees at these three universities range from €2,430 to €2,700 a year. Add living costs (a planning figure is about €600 a month), the $350 visa fee, insurance and travel.

5Do I need IELTS to study engineering in Romania?

Not always. UPB asks for a recognised certificate (TOEFL, IELTS or Cambridge, at least B1) and UTCN asks for a certificate at B2 level. UPT accepts certificates such as TOEFL, IELTS and Cambridge, and exempts you from its English test if your school documents show English was the medium of instruction for at least two years.

6Will PEC recognise my Romanian engineering degree?

PEC registers only graduates of PEC-accredited programmes and publishes a list of accredited foreign programmes. Check that list, or contact PEC, before you choose a programme. HEC equivalence is a separate process.

Conclusion

The right engineering university in Romania is the one that matches your marks, budget and career plan. UPB offers the strongest ranking position, UTCN a student-city setting and UPT the lowest tuition with a clear refund rule. Use the winter to authenticate your documents, prepare your English proof and check PEC accreditation, then apply early.
